Electricity Market Competition in Victoria

The Australian electricity market has been undergoing a gradual process of deregulation since the late 1990s. The first step was to establish a national electricity network {{citymarketintro4}} in one state to be delivered to customers in other states.

The next step, which occurred earlier in some states, was the dividing up of state owned monopolies into several competing entities and then privatising them. In an attempt to produce a greater level of competition the market was separated into two levels

  • Energy Distributors
    Distributors are responsible for the delivery of electricity to customers' premises , and they own and maintain the powerlines and poles, and don't engage directly with customers.
  • Energy Retailers The retailers have all the interactions with the customer. They sell the electricity and are responsible for billing. Each state has between 1 and 3 distributors and up to 30 retailers.

On 1 July 2008 , the market in Victoria was fully deregulated. This meant that customers could change to another provider who had the cheapest electricity prices.

    Powercor provides electricity in the western suburbs of Melbourne and western Victoria.
  • Jemena
    Jemena distributes electricity in the northern and south-western suburbs of Melbourne.
  • United Energy Distribution
    United Energy supplies electricity in the southern suburbs of Melbourne and to the Mornington Peninsula.
  • Ausnet Services
    AusNet Services provides electricity to the outer northern & eastern suburbs of Melbourne and to eastern Victoria.

Tips for reducing energy usage and lower your bills

Here are a few easily implemented tips for reducing your usage of energy

  • Wear clothing that is appropriate for the weather, instead of turning on the heater (booties, beanie, warm socks, jumper).
  • Eliminate draughts. Stop cold air or hot air entering or escaping through gaps under doors and around windows by using door snakes and gap seal tape.
  • Use your clothes dryer less frequently. Instead, hang clothes to dry outside or alternatively, use an indoor clothing rack.
  • Turn all appliances off at the power point when they're not in use.
  • A cheap alternative to an electric blanket is a hot water bottle.
  • Prevent the sun over-heating your house by closing blinds and curtains in rooms that the hot sun shines directly into.
  • Minimise air conditioning use by opening the windows during the night to let the cooler air in, and then closing them in the morning thus keeping hot air out.
  • Close doors to areas of the house that aren't in use, so you only heat or cool a smaller area.
  • Use less lighting by making use of the available natural light.

Here are some answers to frequently asked questions about what happens after you have completed the comparison process and you have made the decision you want to switch energy providers.

If you change your mind, that's okay, your new energy provider has to give you ten days of 'cooling-off' period, which means you have ten days during which you can change your mind and go back to your old energy provider.
No. The actual delivery of energy to your house, via the pipes and wires, is done by your energy distributer (not by your energy retailer). This distributor will continue to supply the energy to your premises when you change to another energy retailer. The retailer issues your energy bills, but they purchase the energy from the distributor and resell it to you. You can't buy energy directly from a distributor, you must go through an energy retailer. You can be confident that you won't experience an interruption to your energy supply when you switch retailers, because the connection to the distributor continues to be the same.
The 'paperwork' is processed very quickly, usually within 24 hours. However, the actual switchover can't happen until after your present provider has sent you a final bill, and they can't do that until a final meter reading has been taken. So, it depends on when your meter is next due to be read. It could take as long as three months.
We will sign you up with the new energy provider, and will also inform the current provider of your move away from them. The change in providers won't happen immediately, because the current provider has to read your meter again, one final time. and then issue you a final bill. The new provider only starts charging you from the date of the meter reading. the energy distributor that feeds the energy to your house continues to be the same as before the switch.
